Solidarity Center seeks a Project Director in Mexico

Solidarity Center seeks a Project Director in Mexico to head up an initiative that will help workers realize and exercise their rights under landmark labor law reforms enacted in 2017 and 2019. Priority sectors for this project include aerospace, mining, steel, aluminum, industrial bakeries, electronics, and/or call centers.

The Project Director will be responsible for strategic planning, program coordination, reporting, and executing partnership agreements and subgrants related to this project. Extensive travel within Mexico will be required once conditions allow. This position will report to the Country Program Director, who oversees Solidarity Center’s broader Mexico portfolio, and will collaborate with stakeholders in Mexico and Washington to keep them updated on project activities and progress.

As the point person for this initiative, the Project Director will be responsible for monitoring performance indicators, tracking spending, collecting information from partners for reporting, drafting reports to the donor, and developing project-related documents in coordination with the Washington, DC-based program officer. This individual will lead the project team to ensure that Solidarity Center meets anticipated goals within budget targets while remaining compliant with U.S. Department of Labor (USDOL) grant regulations, Solidarity Center policies, and pertinent host country laws.

Qualifications:

This position requires strong project management skills and the ability to monitor budgets and outcomes and write results-oriented reports. Knowledge of and/or experience with U.S. government funded projects is required. This position demands sound judgment, a head for analysis, and keen political sense. Experience with worker organizing and/or worker issue advocacy in Mexico is a priority. A deep understanding of worker rights issues in supply chains, including worker rights violations particular to women, such as Gender Based Violence (GBV), is important.

Additional requirements include:

  • Minimum of five (5) years of experience in project management, supervision, administration, and implementation of cooperative agreement and/or contract requirements
  • Demonstrated ability to meet deadlines, achieve project targets, establish and maintain systems for managing project operations, and oversee the preparation and submission of required reports to donor agencies.
  • Proven success serving in a leadership role for a project addressing labor issues, specifically the free exercise of worker rights.
  • Experience establishing and maintaining systems to manage project operations.
  • Clear and thorough understanding of USDOL policies, procedures, and requirements
  • Knowledge of international relations and trade union and socio-economic and political developments in the U.S. and abroad.
  • Bachelor’s degree, Master’s degree, or law or Juris Doctor (J.D.) degree reflecting expertise in areas relevant to this project, such as labor law, public policy, sociology, and project management.
  • Previous trade union experience.
  • Computer literacy for word processing and simple spreadsheets.
  • Excellent writing and communications skills in the English language; and
  • Oral and written fluency in both English and Spanish.

Summary

Solidarity Center seeks to hire an experienced program officer to focus on our expanding work in Mexico, funded by the US Department of Labor (DOL). This individual must have experience working with DOL regulations and procedures related to grant funding and management. We are looking for someone who can produce well-written program reports and evaluations, and can effectively monitor complex programs to meet budget targets and programmatic results. The Program Officer will exchange information and coordinate activities with other departments in Solidarity Center.

The Program Officer needs to be fluent in Spanish and conversant in current events relevant to Mexico’s on-going political, economic, social, and trade union developments to provide day-to-day support to our Mexico field office and programs. This individual will provide advice and guidance to the Mexico Country Program Director regarding program implementation, the drafting and submission of project documents for donors, and the effective management of field offices and programs. Attention to detail and strong organizational skills are a must.

This person will assist and advise the Americas Regional Program Director and Deputy Director and the Mexico Senior Program Officer on program details. The Program Officer may assist with and, when necessary, provide logistical support for international visitors and participants in Washington-based programs conducted by the Solidarity Center, AFL-CIO, and/or other related organizations. This individual may represent Solidarity Center at various meetings and conferences, and coordinate with NGO and U.S. Government agencies. The Program Officer may be required to travel to Mexico once health-related restrictions are lifted and conditions on the ground permit.

Supervisor:  Regional Program Director for the Americas

Specific Duties

  • Coordinate with project staff in Mexico to produce, edit, and routinely revise DOL technical documents (i.e., project documents, performance monitoring plans, results frameworks, logic models, sustainability matrices, stakeholder registers, risk matrices, etc).
  • Ensure the alignment of technical documents as revisions are made throughout the life of DOL Mexico projects.
  • Prepare final drafts of technical documents for submission and serve as the point of contact for the Program Quality, Learning, and Compliance department on the DOL Mexico projects.
  • Collaborate with the Mexico Senior Program Officer to monitor the fulfillment of project requirements under award agreements and the Management Procedures and Guidelines (MPG).
  • Edit and draft reports to the donor; take the lead in coordinating and drafting responses to donor questions in Technical Progress Reports (TPRs) for DOL Mexico projects.
  • Represent Solidarity Center and the project team on bi-weekly DOL calls related to project implementation (e.g., achievement of performance indicators, implementation challenges, spending updates, etc.)
  • Become deeply familiar with and remain constantly abreast of the intricacies of the project, partners, politics, and implementation environment/realities on the ground.
  • Provide specified field officer(s) with programmatic financial and administrative support;
  • Coordinate activities with the Center’s other program and functional offices;
  • Assist and advise field offices in program development and proposal writing:
  • Recruit outside program consultants and other technical staff in accordance with field needs;
  • Provide technical assistance and support to conduct program evaluations of field projects and recruiting evaluators;
  • Support field trips by Center personnel;
  • Share information on country conditions and labor issues as requested by Washington-based U.S. government offices and Congress;

Qualifications:

Solidarity Center seeks an experienced trade unionist in Mexico to implement a new U.S. Department of Labor (USDOL)-funded initiative that will help workers across the country realize and exercise their rights under landmark labor law reforms enacted in 2017 and 2019. The Program Officer will design, plan, and coordinate training; oversee the setup of the project’s Union School, worker centers, and labor centers; coordinate the activities of critical networks within the project; and coordinate the production of reports, studies, and other project outputs. This individual will need to understand all aspects of assigned program activities and stay in close contact with partner organizations.  The Program Officer will keep up with developments in the labor movement and with other relevant events in Mexico.  In addition, this individual will help to develop new programs and to monitor and evaluate current programs. The Program Officer will meet with outside organizations to share information and present Solidarity Center programs in Mexico.

Travel within Mexico may be required but will be contingent upon the lifting of government restrictions and confirmation of safe conditions on the ground.

The Program Officer will report to the USDOL Project Director.

Qualifications:

  • Fluency in written and spoken Spanish, with English fluency highly desirable.
  • Deep understanding of the Mexican labor movement and labor issues, with basic knowledge of the US labor movement.
  • Extensive knowledge of civil society and political developments in Mexico.
  • Extensive work experience with trade unions, as well as civil society organizing, rights-based campaigns, and/or legal representation.

Summary

Solidarity Center is seeking a Deputy Regional Program Director (Deputy RPD or Deputy) for its expanding Americas team, based in Washington, DC. This position supports and shares managerial oversight with the Americas Regional Program Director (RPD) for all areas of programming and finances within the department, including DC-based and field office activities across the region. The Deputy helps to manage staff, programs, budgets, operations, and documentation, sharing responsibility for the department’s overall performance.  The Deputy shares responsibility for staff development and performance management of field and headquarters staff at all levels. In addition, the Deputy assists the RPD in developing a strategic vision for the region to establish program and funding priorities for the department.

The Deputy RPD manages the flow of information and instruction within the region and with other departments.  This position carries with it the same decision making and approval authority as the RPD, along with the ability to directly respond to requests from both staff and other managers, opening bottlenecks in department processes.

As a member of the Solidarity Center management team, the Deputy RPD contributes to organizational decision making and represents Solidarity Center with external partners. These include the AFL-CIO and related organizations, others in non-governmental community, US government agencies, and donors.  The Deputy Regional Program Director also coordinates and works in coalition with others in the non-governmental community to further policy and programmatic goals, establishes and maintains regular contact with US government agencies, and donor agencies, and plays a managerial role in developing a grant-funding strategy.

Qualifications

  • Broad knowledge of international trade union, socio-economic and political issues, with particular expertise in the Americas, and the ability to articulate these issues
  • Knowledge of the US trade union movement and its institutions and general familiarity with AFL-CIO policies and positions
  • Familiarity with Federal grant-related policies and procedures; experience with the US Department of Labor is desirable
  • Experience developing and managing budgets with accuracy and timeliness
  • Supervisory/management experience
  • Strong program and financial management skills with a high degree of organization and attention to detail

Supervisor: Regional Program Director

Specific Duties:

  • Promote an atmosphere of cooperation, coordination and respect among staff at all levels and across departmental/regional lines;

  • Hold regular staff meetings, for the purpose of budget monitoring and general program timelines and information-sharing;

Solidarity Center seeks a bilingual English-Spanish Communications Officer in our expanding Mexico City field office to develop, review, and disseminate content around our Mexico programs for the organization’s website, podcast, annual report, and other outlets. Activities include planning and implementing strategies for publicity and press relations around campaigns and events in Mexico, conducting interviews, drafting and editing news articles, producing audio and video clips, and training staff and partners on communication technologies and techniques. The Communications Officer is also required to research photos, obtain permissions, and maintain Solidarity Center’s photo library for Mexico. This individual works closely with other departments and field offices to share lessons learned and best practices. The Communications Officer helps plan events as needed. This individual collaborates with the Communications and Press Officers of partner and donor organizations, embassies, and multilateral agencies, under the direction of the Country Program Director in Mexico City and in coordination with the Communications Director in Washington.

Travel across Mexico may be required as conditions allow. This individual will report to the Country Program Director in Mexico and will coordinate closely with the Communications Department in Washington, DC.

Qualifications:

  • Fluency in written and spoken Spanish and English
  • Knowledge of worker rights issues and labor organizations in Mexico, as well as familiarity with U.S. union affiliates
  • General knowledge of global political, economic, and social justice issues; understanding of organizing principles, campaign strategies, and/or advocacy also desirable.

General Description

LaGuardia Community College is seeking an Education Specialist for the Summer Youth Employment Program (SYEP), which operates mainly during summer months as well as  additional program activities that operate year round. The SYEP is a dynamic and highly engaging virtual program that offers opportunities for young adults to learn new skills, explore potential careers, and earn money in the summer.

Reporting directly to the Lead Education Specialist, the Education Specialist will organize, implement and supervise the virtual and in-person education and training components of youth programs designed for younger and older youth. The primary role of the Education Specialist is to work with the Service-Learning facilitators and ensure that participants complete their projects and other assignments. Additional workshop preparation is required for programs other than the SYEP,

The Education Specialist’s responsibilities include, but are not limited to:

  • Attend all DYCD educational trainings as required; evaluating varied educational materials provided by DYCD
  • Coordinate and collaborate with facilitators in the development, implementation, and modification of the online learning plans designed for 14-24 year old youth
  • Meet with the Lead Education Specialist and team of facilitators to ensure appropriate delivery of all educational content as stipulated by DYCD
  • Confirm participants’ learning, educational and performance outcomes are achieved.
  • Assist in the recruitment and interviewing of new facilitators as needed
  • Co-facilitate training workshops in the use of materials and teaching methods
  • Meet with participants in all programs (in-person & virtual) to discuss their progress
  • Train, mentor, and evaluate facilitators
  • Maintain strong relationships with program staff to ensure that all participants have successful outcomes
  • Review related workforce curricula for possible adoption/incorporation

Other Duties

  • Work closely with the program to develop special educational events for the youth
  • Represent the program at meetings with the Department of Youth and Community Development
  • Assist with the intake, enrollment and orientation processes.
  • Identify and intervene to assist facilitator’s with vulnerable youth or youth with special challenges and needs, as required.

Qualifications

Required Qualifications:

Bachelor’s degree required in the field of education.  MA/MS degree in a related field preferred.  At least three-five years of programmatic experience working with young adults between the ages of 14 & 24. At least two of those years working in a supervisory capacity or its equivalent. Flexible schedule and some evening hours as required.
