THE DIVISION:

In order to enable the dedication of greater staff time and focus to issues of housing and economic development, the Department plans to reorganize its Housing and Economic Development Division into an Economic Development Division and a Housing Division, each of which retains its team of data and policy analysts responsible for subject matter in their respective areas. In close coordination and collaboration

with the other Strategic Planning divisions at DCP, the Economic Development Division will advise the Executive Office and City Planning Commission on a wide range of issues related to economic development and the application of policy to individual land use review applications, conduct planning studies and initiatives of citywide scope for the agency, and compile routine data and analysis to guide the activities of borough planning offices and other divisions at DCP. In conjunction with other agency divisions, the Division maintains and provides routine analysis of data related to economic development, including the tracking of employment, business activity, and workforce development. The Division also coordinates directly with the Economic Development Corporation (EDC), Department of Small Business Services (SBS), and other City and State agencies on the administration of business and development assistance programs, data analysis, and policy development.

THE ROLE

Under direction and general guidance of the Deputy Executive Director for Strategic Planning, with significant latitude for independent initiative and judgment, the Director will perform difficult and responsible work in city planning such as the following:

  • Provide data and policy analysis on issues related to the economy and economic development, and their intersection with land use and other planning issues, to support a wide range of agency activities
  • Make recommendations to the Director, Executive Director, Deputy Executive Director for Strategic Planning, and the City Planning Commission regarding agency policy, City initiatives, and land use applications
  • Provide policy guidance and collaborate on policy development with the borough planning offices, Strategic Planning divisions, and other agency divisions
  • Represent the Department on economic development-related issues in interactions with other City and public agencies, the Office of the Mayor, elected officials, and external entities, including in public forums
  • Formulate specific work programs for division projects, and contribute to the formulation of the department’s work program
  • Lead studies and implementation actions related to economic development
  • Expedite the identification, negotiation, and resolution of issues affecting the success of interdivisional and interagency studies and projects
  • Work directly with other City agencies to share data and expertise, and to formulate interagency strategies on economic development-related issues
  • Manage a small team of planners and analysts to provide sound and timely information and sustain high standards of data and policy analysis
  • Establish work assignments for division staff, evaluate staff performance, provide guidance, instruction, training and mentoring to staff, and recruit new employees to the Division
  • Lead and coach division staff, using performance evaluations and professional development resources.

 

PREFFERED SKILLS

  • Minimum 3-5 years’ experience managing intra-agency, inter-agency and other teams on large, complex projects, demonstrating strong collaborative tendencies
  • Thorough knowledge of the City’s planning and economic development issues, and a working knowledge of the Zoning Resolution, City and State tax incentive and business assistance programs, workforce development resources, and Department land use review procedures
  • Proven ability to apply independent judgment and innovative problem-solving when addressing complex policy matters
  • Demonstrated ability to problem-solve sensitive and complex issues with other senior staff within and outside the Department
  • Proven history of developing and implementing process and workflow management improvements, as well as ability to drive change
  • Outstanding organizational and management skills including proven leadership and team building
  • Excellent written, editorial and verbal communication and presentation skills
  • Demonstrated quantitative and qualitative analytical skills
  • Ability to influence without direct authority, including driving results through others
  • Excellent interpersonal skills and ability to work effectively with others to settle differences and negotiate agreements.

THE DIVISION

The Human Capital Division acts as a strategic business partner and consults with all employees and managers on human resources functions and issues for a 350 person agency. Human Capital handles various day to day human resources operations including payroll, timekeeping, benefits, recruiting, professional development, employee engagement and experience, as well as other related topics. The ideal candidate will have demonstrated experience leading a human resources function, or serving as the senior leader supporting Executive and/or C-suite leadership, acting as a trusted advisor. This role requires deep empathy and a commitment to building trust and treating all employees with dignity and respect, fostering a transparent, welcoming and inclusive environment. The incumbent will lead a dynamic, service-oriented Human Capital team responsible for developing and executing strategies and initiatives to support the employees of this fast-paced agency. The Director will lead and work on human resources projects and initiatives that drive the culture and morale of this remarkable agency.

THE ROLE

Regularly advising the Executive team, this is a leadership position and the most senior member of the Human Capital team. The Director will drive agency-wide Talent Management strategy while partnering closely with agency leadership to build capability and leverage professional growth opportunities across the organization. The incumbent is expected to demonstrate independent initiative, judgment and decision in day-to-day management of approximately seven (7) staff in the following functions: human resources, recruiting, onboarding, learning and professional development, labor and employee relations, payroll, timekeeping, benefits, analytics, civil service, employee engagement and employee experience.

On an ongoing basis, the Director will be responsible for:

Human Capital Leadership

  • Having full oversight of the Human Capital division, in partnership with the Deputy Director of Human Capital, including timekeeping, payroll, special leaves, civil service appointments, employee services, collective bargaining increases, workforce analytics and other Department of Citywide Administrative mandates
  • Advising the Chair, Executive Director and COO with guidance on all people issues affecting the department
  • Developing and implementing a strategic human capital plan, addressing ongoing DCP needs in hiring, training, professional development, retention, employee engagement and employee experience, including partnering with Fiscal to establish and manage the relevant processes and budget
  • Guiding the DCP senior leadership team in deploying methods to increase employee engagement
    • Performing ad-hoc analyses of significant human capital initiatives and potential issues o Collecting and analyzing data on hiring, retention, demographics, staff allocation and utilization, skills, diversity, and training
    • Analyzing organizational and support structures to identify opportunities for improved effectiveness in alignment with the agency’s mission
    • Acting as liaison with oversight agencies and participating in meetings and conferences on human capital to share information and identify best practices for application at DCP
    • Conduct grievance hearings and speak with Union representatives and the Office of Labor Relation when necessary; implementing strategies and administrative procedures to assure compliance with city-mandated personnel and building maintenance policies, directives and guidelines
    • Participating in agency-wide Planning and Budgeting processes
    • Managing DCP’s occupational safety requirements in collaboration with the Department of Citywide Administrative Services

 

Talent Management

  • Improving the effectiveness of the entire DCP workforce through focused professional development and training programs
  • Working with divisional leaders and external parties to understand current and future workforce needs, skill gaps and appropriate training remedies
  • Coordinating logistics and trainers for this robust program, and soliciting feedback to continually improve the offering
    • Continuing to streamline and manage our performance management system, and identifying and deploying relevant process improvement and/or training opportunities
    • Managing personnel who maintain all HR-related operational processes for a 300-person agency, including payroll, timekeeping, benefits, time and leave and recruiting
    • Leading, driving and executing the agency’s Talent Review Process, Succession Planning and other related projects, including, but not limited to, career paths, career counselling and development planning
    • Ensuring new staff is effectively and seamlessly on-boarding new employees, including effective execution of our New Hire Orientation program

  • Supported by the Executive Office, drive diversity-related initiatives that encourage diversity, equity, inclusion and belonging in the development and implementation of workforce policies, initiatives, and organizational outcomes.

  • Strengthen onboarding program with an eye for inclusiveness and belonging for new hires
  • Develop and maintain a set of agency-wide values that guide the development, implementation and lived employee experience of redefined agency-wide values

  • Co-draft annual EEO and Diversity Plan and subsequent quarterly report out of progress to goals

PREFERRED SKILLS:

Given the varied responsibilities of this role, we foresee evaluating candidates who may have had limited experience in some of these functions. Broadly speaking, we are very interested in candidates who have a strong interest and proficiency in human capital dynamics – with an emphasis on developing individuals rather than full knowledge of HR administration. While you do not need to be an urban planner, we expect that you are curious and passionate about the work that we do and that you understand the importance of transparency and being known and available to all of our 350 employees. The CUNY School of Labor and Urban Studies (SLU) seeks a Career Counselor – Social Justice and Labor Organizations

General Description

The CUNY School of Labor and Urban Studies (SLU) seeks applicants for a Career Counselor who will specialize in careers with social justice and labor organizations. SLU offers undergraduate and graduate degree programs in Labor Studies and Urban Studies that are designed to meet the needs of working adults as well as traditional-age college students who seek to learn more about the challenges confronting poor and working-class populations in the workplace and in the community. Its faculty includes distinguished scholars in the social sciences as well as expert practitioners in government, labor, non-profits, and public service.

SLU is also partnering with the Colin Powell School for Civic and Global Leadership at The City College of New York (CUNY) to launch a new Leadership Center for Democracy and Social Justice. This Center will recruit, develop, and connect diverse leaders for social change who can develop and implement visionary solutions to the challenges we face in the 21st Century. The Career Counselor will interface with the Leadership Center and collaborate with its team in a joint effort to place SLU students and alumni in social justice training programs and jobs.

The Career Counselor will support SLU students and alumni interested in pursuing careers in social justice and labor and develop relationships with social justice-oriented employers including unions, community organizations, and advocacy organizations to create employment opportunities for SLU students and alumni.  The Career Counselor will also work to make SLU students and alumni aware of opportunities to participate in the programming of its new Leadership Center for Democracy and Social Justice (LCDSJ) and other fellowship and internship opportunities. The Career Counselor will report to SLU’s Director of Student Affairs (https://slu.cuny.edu/) and collaborate closely with the Director of Social Justice Mentoring and Careers at LSDSJ (https://socialjusticeleadership.org/).

General Duties:

  • Provide comprehensive and holistic career services support to SLU students and alumni, working with them individually to develop career goals, identifying promising pathways, connecting them to resources, and offering ongoing support throughout the process of job seeking.
  • Strengthen and develop SLU’s relationships with offices, organizations, and individuals that may provide SLU students with job opportunities in the fields of social justice and labor.
  • Develop job fairs, workshops, information sessions, and on-campus recruitment opportunities for SLU students and alumni. Organize site visits, networking events, and special employer engagement events designed to provide professional preparation and career development for SLU students. Make presentations at SLU and external events.
  • Coordinate with the staff of LCDSJ to undertake the activities above and to connect SLU students and alumni to Leadership Center programming.
  • Work with SLU and LCDSJ staff to develop messaging as well as print and web-based materials and publications, webinars, videos and other resources to educate, train, and support students interested in social justice careers. Utilize new technology and social media tools to match employers with qualified SLU students and alumni.
  • Maintain database of employers and alumni contacts. Track job postings and transmit them to students and alumni. Track SLU student and alumni job applications, interviews and outcomes and conduct assessments to strengthen services.
  • Research market and job trends relevant to labor and social justice-oriented careers, and recommend strategies for connecting students’ academic progress with career and professional development opportunities.
  • Collaborate with other SLU and LCDSJ teams and partnering organizations to expand career services at SLU.

THE DIVISION

DCP’s Fiscal Division strives to improve the agency’s financial responsibility and operational effectiveness by providing information, analysis, and administrative and technical support to programs and divisions throughout the agency. The Fiscal team’s daily operations include, but are not limited to, grant management, accounting for both payable and receivables, budgeting, financial reporting, and procurement. THE ROLE

The Fiscal Division is seeking a self-motivated, energetic individual to assist the Department in maintaining financial transparency and compliance while providing support to the Director of Fiscal and other members of the fiscal team. Reporting directly to the Director of Fiscal, the selected candidate will be responsible for the following:

  • Supporting the development and submission of new needs requests and cost savings initiatives to the Office of Management and Budget (OMB).
  • Coordinating with DCP Staff, the Office of Management & Budget, the NYC Office of the Comptroller, and State/Federal partners on various budget and fiscal matters.
  • Preparing routine and ad-hoc financial reports for DCP leadership and oversight agencies. Reports include, but are not limited to, bi-weekly PS surplus/needs analyses, monthly OTPS reports, quarterly financial reviews, variance reports, spending plans, etc.
  • Working closely with the Department’s Human Capital Division to evaluate the financial impact of personnel actions, forecast PS expenses, and submit Personnel Action Requests (PARs) to OMB. Providing assistance to other members of the Fiscal team and performing special projects as assigned.

THE DIVISION

The Technical Review Division (TRD) supports the Department’s mission and the City’s goals by reviewing land use applications that facilitate the construction of millions of square feet of housing, commercial space, and open space per year. TRD ensures that land use applications provide complete and correct information to community boards, borough presidents, the City Council, and the general public. Interfacing with the development community and planners across the Agency, Technical Review Planners develop and utilize in depth expertise in zoning, design, plan review, land use process, and project management. The Division also maintains the official City Map and Zoning Map of New York City, which lays out the streets, parks, and zoning districts.

THE ROLE

TRD seeks an experienced architect or city planner familiar with New York City zoning processes and development environment to review and process zoning applications to the New York City Planning  Commission. Each zoning specialist is responsible for managing 40-60 projects that facilitate development ranging from single-family homes to 1 million-square-foot towers across the city from Arrochar to Midtown to Williamsburg.

This role involves the following tasks:

  • Perform complex zoning analyses on all manner of developments across the city including research into zoning and building code, property histories, legislative histories and other sources  as necessary.
  • Review land use applications to determine completeness accuracy, and other planning considerations
  • Produce and review official Departmental documents including Notices, Sketchmaps, and City Planning Commission Reports.
  • Provide technical assistance to developers, architectural and legal professionals, and community planners.
  • Manage multiple project simultaneously in a fast paced environment, consistent with Department and City Hall priorities
  • Conduct meetings to resolve issues and recommend strategies.
  • Perform related tasks

The selected candidate will become expert in the NYC zoning resolution and NYC land use approval process.

They will also be exposed to many highly varied projects and work with planners across this and other City agencies in a highly collaborative environment.
