THE DIVISION:

The Environmental Assessment and Review Division (EARD) is responsible for preparing and reviewing City Environmental Quality Review (CEQR) applications for the City Planning Commission. The Division coordinates the review of CEQR applications between DCP and other government agencies and conducts CEQR reviews, including the review and preparation of draft and final Environmental Impact Statements. In addition, the Division prepares final CEQR determinations, letters and memos; and provides technical assistance in the preparation and submission of applications.

THE ROLE:

The Division is seeking a mid-level project management team member to support the efficient preparation, analysis and review of CEQR applications. The position is an opportunity to work closely with DCP staff throughout the agency, interagency CEQR teams, and project teams to analyze and disclose potential environmental impacts related to discretionary land use actions. The candidate should possess strong communication and problem-solving skills; an ability to grasp complex policy issues; and a desire to contribute to an engaging, collaborative team environment.

Under limited supervision of a Team Leader, Deputy Director and Director, with latitude for independent judgment, the candidate will be expected to perform work including – but not limited to – the following:

  • Seek guidance on the Division’s policies and procedures, and meet project schedules and deadlines;
  • Prepare and review City Environmental Quality Review (CEQR) applications, including Environmental Assessment Statements (EAS) and Environmental Impact Statements (EIS). Review must ensure that these applications are complete and accurate, and adhere to CEQR policy, technical standards, and other planning considerations;
  • Work closely with staff and CEQR applicants to aid in the preparation and submission of CEQR applications to the Department;
  • Coordinate inter- and intra- agency technical reviews related to the preparation and review of CEQR applications. Conduct meetings to resolve issues and recommend solution strategies;
  • Work collaboratively with Team Leaders to develop and implement training programs related to rules, guidelines and timeframes set forth by State Environmental Quality Review Act (SEQRA), City of New York Rules of Procedures and CEQR;
  • Prepare CEQR determinations and other letters and memos as needed;
  • Communicate effectively with staff and other stakeholders, as needed;
  • Perform related tasks.

PREFERRED SKILLS:

  • At least 2 years of experience in city planning, urban planning or transportation planning desired; environmental review experience considered a very strong plus.
  • Strong interpersonal skills, including the ability to work effectively with different personalities and roles and a solution-oriented attitude.
  • Excellent research, analytical and organizational skills.
  • Demonstrated writing, editing, and oral communication skills.
  • Proven ability to complete tasks in a timely fashion under minimal supervision and manage multiple projects simultaneously.
  • Familiarity with environmental regulations, the CEQR Technical Manual and the New York City Zoning Resolution.

MINIMUM REQUIREMENTS: Authorization to work in the United States is required for this position. NYC Department of City Planning does not provide sponsorship for international employees. THE DIVISION:

In order to enable the dedication of greater staff time and focus to issues of housing and economic development, the Department plans to reorganize its Housing and Economic Development Division into a Housing Division and an Economic Development Division, each of which retains its team of data and policy analysts responsible for subject matter in their respective areas. In close coordination and collaboration with the other Strategic Planning divisions at DCP, the Housing Division will advise the Executive Office and City Planning Commission on a wide range of housing policy issues and the application of policy to individual land use review applications, conduct planning studies and initiatives of citywide scope for the agency, and compile routine data and analysis to guide the activities of borough planning offices and other divisions at DCP. In conjunction with the agency’s IT division, the Housing Division will maintain and provide routine analysis of databases related to housing, including the tracking of development and alterations of buildings citywide. The Division also coordinates directly with the Department of Housing Preservation and Development and other City and State agencies on data analysis, policy development, and the administration of joint programs such as the Inclusionary Housing program.

THE ROLE

Under direction and general guidance of the Deputy Executive Director for Strategic Planning, with significant latitude for independent initiative and judgment, the Director will perform difficult and responsible work in city planning such as the following:

  • Provide data and policy analysis on issues related to housing, and the intersection of housing with land use and other planning issues, to support a wide range of agency activities
  • Provide policy guidance and collaborate on policy development with the borough planning offices, Strategic Planning divisions, and other agency divisions
  • Make recommendations to the Director, Executive Director, Deputy Executive Director for Strategic Planning, and the City Planning Commission regarding agency policy, City initiatives, and land use applications
  • Represent the Department on housing-related issues in interactions with other City and public agencies, the Office of the Mayor, elected officials, and external entities, including in public forums
  • Formulate specific work programs for division projects, and contribute to the formulation of the department’s work program
  • Lead studies and implementation actions related to housing and related issues
  • Expedite the identification, negotiation, and resolution of issues affecting the success of interdivisional and interagency studies and projects
  • Work directly with other City agencies to share data and expertise on housing-related issues, and to formulate interagency strategies
  • Manage a small team of planners and analysts to provide sound and timely information and sustain high standards of data and policy analysis
  • Establish work assignments for division staff, evaluate staff performance, provide guidance, instruction, training and mentoring to staff, and recruit new employees to the Division
  • Lead and coach division staff, using performance evaluations and professional development resources

 

PREFFERED SKILLS

  • Minimum 3-5 years’ experience managing intra-agency, inter-agency and other teams on large, complex projects, demonstrating collaborative tendencies
  • Thorough knowledge of the City’s planning and housing issues, and a working knowledge of the Zoning Resolution, City and State housing assistance and tenant assistance programs, and Department land use review procedures
  • Proven ability to apply independent judgment and innovative problem-solving when addressing complex policy matters
  • Demonstrated ability to problem-solve sensitive and complex issues with other senior staff within and outside the Department
  • Proven history of developing and implementing process and workflow management improvements, as well as ability to drive change
  • Outstanding organizational and management skills including proven leadership and team building
  • Excellent written, editorial and verbal communication and presentation skills
  • Demonstrated quantitative and qualitative analytical skills
  • Ability to influence without direct authority, including driving results through others
  • Excellent interpersonal skills and ability to work effectively with others to settle differences and negotiate agreements

Position Summary:

NYS Good Food Purchasing Campaign Manager

Community Food Advocates (CFA) is a small but mighty policy, advocacy and organizing not-for-profit that fights for high-impact, far-reaching policy solutions to address poverty and hunger in New York City. We work to make the resources of government, at all levels, benefit people who are the most economically marginalized by promoting policies that strengthen and support the full utilization of publicly-funded food and income support programs.

We are looking for a proactive and collaborative individual to join our Good Food Purchasing Program (GFPP) Campaign team. GFPP focuses on 5 value areas: environmental sustainability; worker well-being; animal welfare; nutrition; and local economies to work toward transforming the local and regional food systems by changing the ways government agencies use their purchasing power. The Manager will work directly with the Director of the NY Good Food Purchasing Campaign to build support for Good Food Purchasing efforts in the NYS legislature and with municipalities throughout NYS.

Job Responsibilities:

  • Build an effective multi-sector, statewide coalition that would ensure there is support for changes to NYS procurement law and works towards state GFPP policy adoption
  • Identify new members and foster leadership within the coalition to strengthen statewide network
  • Educate stakeholders and decision makers on the importance of values-based food procurement and help develop educational materials
  • Support local organizational partners and local governments/municipalities across NYS as they institutionalize values-based food procurement

Experience and Qualifications:

  • 3-5 years experience leading legislative and/or budget advocacy campaigns grounded in coalition-building and focused on state-level change in New York
  • Building and maintaining effective strategic coalitions
  • Strategic engagement with legislative process
  • Knowledge of NYS food system related issues
  • Strong relational skills and exceptional coalition/relationship builder
