NYCETC Seeks Policy and Advocacy Director

Since 1995, the New York City Employment and Training Coalition (NYCETC), is an association of over 150 training providers, educational institutions, and labor unions that annually provide job training and employment services to over 800,000 New Yorkers, including welfare recipients, unemployed workers, low-wage workers, at-risk youth, the formerly incarcerated, immigrants and the mentally and physically disabled. The Coalition is the only citywide association exclusively focused on workforce development.

The NYCETC seeks a resourceful, experienced and motivated individual for a newly created position to take charge of our policy and advocacy agenda by setting policy priorities with members and key leaders in the field. The Policy Director will manage key advocacy projects; develop and manage relationships with elected and government officials, coalitions and strategic partnerships; research public policy and legislative issues; writing policy documents; and organizing policy forums and the Coalition’s Legislative, Policy Advocacy Committee.

The Policy Director will be a key member of the team with significant public-facing responsibilities. The Director will play a crucial role in the implementation of the newly completed five-year strategic plan which emphasizes the Coalition’s role as the Voice of New York City’s workforce community.

RESPONSIBILITIES:

  • Develop an advocacy strategy and communications plan for the Coalition;
  • Develop relationships with City Council and other elected officials and staff;
  • Serve as the Coalition’s spokesperson with government officials, funders and media;
  • Analyze and monitor proposed city, state and federal legislation, regulations and budgets;
  • Draft Coalition position paper, talking points, briefing materials and legislative testimony;
  • Provide agendas, follow up and lead the Coalition’s Legislative, Policy, Advocacy Committee to coordinate activities for legislative visits and continuous relationship-building with policy makers;
  • Meeting and convening Coalition member agency staff to understand issues, involve them in advocacy efforts:
  • Write regular articles to update membership via the Coalition’s Workforce Weekly e-newsletter;
  • Work in coalition with other advocates on workforce development and employment issues and others as assigned

QUALIFICATIONS:

  • Minimum Bachelor’s degree, Masters in related discipline preferred;
  • Excellent verbal communications including experience with public speaking in a variety of settings;
  • Strong written communications skills with experience in writing press releases, op-eds, white papers;
  • Experience in creating partnerships with various media and communications outlets;
  • Firm understanding and experience in city, state and federal government and legislative issues;
  • Three to five years’ experience in a policy/advocacy role preferably in employment, training and workforce development;
  • Content knowledge of employment, training and workforce issues;
  • Strong organization and analytical skills ability to build and sustain key relationships;
  • Comfortable with technology including website content update and social media;
  • Self-starting and self-directed;
  • A high degree of flexibility, initiative and commitment.

SALARY AND BENEFITS:

Fulltime; salary based on education and experience. Includes a comprehensive benefits package including health and savings plans.
