MASSACHUSETTS TEACHER ASSOCIATION OPPORTUNITY FOR AN EDUCATION RESEARCH AND POLICY SPECIALIST

The Center for Education Policy & Practice(CEPP)is looking for an Education Research and Policy Specialist. The ERPS specialist monitors and analyzes the economic, budgetary, and school finance environments as well as a range of education policy issues and makes appropriate recommendations to field staff, the Government Relations division, and elected MTA leadership. This position will report to the Director of CEPP and is conveniently located in our North Quincy headquarters.

The primary focus is on PreK-12 and higher education school finance and related issues; however, the responsibilities will also include, as needed, education policy issues not directly related to school finance. These responsibilities include:

•Maintains school/college finance and state education budget historical databases.

•Develops recommendations for changes and policy goals related to the school finance (Chapter 70) and charter school finance systems.

•Monitors and analyzes the PreK-12 school finance and charter school finance systems.

•Monitors and analyzes legislative budget proposals and helps draft budget amendments.

•Meets with legislators and representatives from the Department of Elementary and Secondary Education and other groups regarding PK-12 school finance issues.

To be successful in this role you will need:

•Familiarity or experience with a wide range of qualitative and quantitative research methodologies, including participatory action research

•Advanced degree (Bachelors plus, Masters or Doctoral) in economics, public policy, or a related field preferred

•At least five years of experience working in the areas of school finance, education policy or public policy

•Demonstrated expertise in school finance, including state funding formulas, higher education funding, and federal sources of school funding

•Economics, economic analysis and economic data Understanding of key concepts and commitment to dismantling systems of oppression that create inequity by race, class, and gender

•Understanding of and commitment to a vision of a labor movement that advances social, racial and economic justice and a common good agenda

•Automobile or personal transportation required
