LISC Seeks State and Local Contracts Coordinator (NYC)

LISC is a national non-profit intermediary that provides financial and technical assistance to community-based organizations, public agencies and private (for-profit) entities focused on the redevelopment of urban neighborhoods and rural communities. With a locally based presence in 31 urban markets and a program supporting rural communities across the country, LISC’s geographic reach is both wide and deep. Since our inception in 1980, LISC has invested a total of $16.2 billion in community development corporations (CDCs) and their work, leveraging $48.5 billion in total development costs. This support has resulted in 348,000 affordable homes and apartments, 56 million square feet of commercial and community space, 191 school facilities serving 75,000 youth, 202 child care facilities serving 21,500 children and 315 playing fields created or renovated. LISC achieves this impact through our comprehensive, place-based approach to community revitalization, called Building Sustainable Communities.

LISC’s business operations are centralized at our headquarters in New York City and support our network of local offices and national programs. LISC seeks qualified candidates for the position of Government Contracts Coordinator in the Grants and Contracts Management Department. LISC currently has more than $90 million of government funds and has applied for millions more in competitive local and national grants. The Grants and Contracts Management Department is responsible for ensuring that these contracts are administered properly, and in this capacity, oversees compliance, financial analysis and program planning/reporting for these contracts. The Department is responsible for providing extensive technical assistance to LISC’s field offices nationally that manage government funds.

Responsibilities

 Oversee a portfolio of State and Local (S&L) government contracts, and ensure that requirements are being met by LISC staff , as well as the Community Development Organizations (CDCs) and vendors receiving funding through LISC;

 Develop and implement procedures to improve controls and efficiency in the administration of S&L contract management, including reporting schedules and major compliance requirements throughout the contract lifecycle;

 Follow up with field offices and national programs on report submission and payment requests to funders;

 Participate in the review and execution of new S&L contracts and coordinate internal set up processes with field staff and the Legal and Finance departments;

 Create process to oversee that reports to state and local funders are completed and submitted by field offices in a timely manner, and that funds are being spent throughout the course of the contract, and prior to contract end date;

 Create and deliver trainings to LISC field offices and national programs to educate staff on government financial and programmatic requirements;

 Provide technical assistance (TA) to LISC field staff on various topics as needed, including among others compliance with LISC policies and procedures for managing S&L government contracts.

 Prepare, review and/or revise policies and procedures based on applicable Federal, State and local laws and regulations;

 Review compliance requirements for all new government contracts according to OMB circulars and codes of federal regulations;

 Work in coordination with field staff and the Finance and Legal Departments during the contract implementation phase to identify procedures, tracking mechanisms and internal control systems;

 Work with program and Government Accounting staff to ensure expenses charged by LISC and sub-recipients to S&L contracts are allowable as per applicable regulations;

 Work with Government Accounting to perform periodic reviews of contract budgets, allocations, and spending rates;

 As needed, provide guidance on contract matters to Grants Managers and other operational staff;

 Review program action requests to be funded with government funds for allowability of costs and compliance with specific contract requirements and applicable OMB regulations;

 Continuously review existing agreement/contract templates and coordinate with Legal Department on required updates;

 Keep Senior Management informed of significant contractual issues and potential problem areas; and

 Conduct compliance site visits to LISC sites and their funded CDCs around the country as necessary.

Qualifications and Experience:

Candidates for the position must have the following qualities and experience:

 Experience managing and/or administering state and local government contracts (minimum of 3 years);

 Basic to considerable knowledge and experience of the CDBG Program and its requirements, including applicable federal, state and local laws, rules and regulations;

 Solid knowledge of federal government contract regulations, including federal OMB Circulars;

 Demonstrated ability to develop and deliver training programs to address technical competency gaps;

 Demonstrated ability to foster and maintain trust, partnerships, and effective working relationships with wide variety of organizations and internal staff, including senior-level staff;

 Demonstrated ability to develop and deliver training programs to address technical competency gaps;

 Strong analytic skills and experience, especially in government grants administration;

 Master’s degree in a relevant field strongly preferred;

 Strong project management experience and skills;

 Advanced Excel and Access capabilities;

Job Specifications

 This position is based LISC’s New York City headquarters.

 The position will involve frequent travel.
