Independent Budget Office of NYC Seeks Economic Development and Municipal Finance Budget and Policy Analyst

The NYC Independent Budget Office, a nonpartisan city agency, is seeking an experienced budget analyst for our Housing, Environment, and Infrastructure team. The analyst will cover the economic development and municipal debt portfolio, which includes the Economic Development Corporation, Small Business Services agency, and debt service and outstanding debt.

A successful candidate must be self-motivated, able to juggle multiple projects, have advanced quantitative and policy analytic skills, and be able to write clearly about complex policies. Experience with large datasets, SAS (or similar statistical software), and familiarity with economic and fiscal impact analysis preferred. Candidates must be comfortable interacting with public officials and agency staffs as well as civic and advocacy groups. Ability to work independently, take initiative and meet deadlines is critical. Commitment to impartial review and analysis is also essential. Candidates will preferably have knowledge of public finance, the city’s capital & expense budgets, and municipal bond markets.

A Master’s degree in Public Administration, Finance, Business, Economics, or a related field, along with two to five years experience, is preferred; equivalent work experience may substitute.
