General Statement of Duties

The Community Development division within the Planning and Development Department has a full-time Senior Management Analyst position open. We are looking for an experienced leader for Community Development’s Housing Opportunities and Services Team. This position will provide critical housing and human service related program management, project delivery, and program staff supervision. The areas include the City of Eugene’s Federal Community Development Block Grant (CDBG) program, HOME Investment Partnerships programs, Affordable Housing Trust Fund, tax exemption program, and other related housing project management. These and other programs play a key role in implementing the Housing and Urban Development (HUD) Consolidated Plan, the Annual Action plan, creating the Consolidated Annual Performance Evaluation Report (CAPER), and Envision Eugene. The position also carries out and is responsible for meeting legal and programmatic compliance associated with various economic development program areas.  The person in this position develops annual funding allocations and plans for City Council approval, which involves intergovernmental, interagency, and interdepartmental coordination and serves on the Community Development division leadership team and supervises both represented and non-represented professional positions.  The ideal candidate will possess outstanding interpersonal and supervisory skills, have a positive attitude, integrity, flexibility and the ability to operate in an environment with significant complexity, political interest, and funding challenges.  Our work environment is dynamic, fun and flexible, and relies on strong ties and collaboration with other work groups, agencies and community members.

The Organization
The City of Eugene has a Council-Manager form of government. In this form of government, the city council develops legislation and policies to direct the City. The city manager, hired by the city council, provides administrative direction to the organization, oversees City of Eugene personnel and operations, and carries out the city council’s direction. Leadership and Accountability:

  • Model and lead a respectful, inclusive, and inspiring team environment that attracts and retains highly talented and motivated individuals committed to public service.  Coach, mentor and develop employees; supervise, train and evaluate staff; effectively delegate work; ensure staff work is accurate and of high quality; provide support to staff when needed to resolve difficult situations. Seek input, be transparent, and model the highest level of integrity.  This is a hands-on, working manager position involved with day to day needs and operations with clear lines of communication and a solid balance of knowing when to be hands on and when to be hands off depending on the situation.
  • Responsible for the selection, supervision and evaluation of assigned staff; assigns work and ensures appropriate training is provided; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters and recommends grievance responses; exercises full supervision over employees.
  • Plans, prioritizes, coordinates, assigns, supervises, and reviews work of professional and technical staff.
  • Supervises the staff who perform ongoing coordination as the lead for Eugene-Springfield HOME Consortium including annual allocations, Request for Proposals and development project selection, HUD reporting, regulation compliance and monitoring, commitment and expenditure deadlines, and monitoring of responsibilities.

Strategic Navigation:

  • Manage multiple complex programs in consideration of, and in coordination with other divisions, departments and organizational teams and initiatives.  Facilitate interactions, provide timely, accurate information in the preparation of projects and policies at all stages of the process.   Strategic, future oriented thinking that demonstrates the understanding of local and HUD potential impacts on the Housing Opportunities and Services Team and the community.  Coordinate, time, and implement programs/projects in harmony with organizational and political rhythms.
  • Develops and implements systems to ensure compliance with HUD and other applicable Federal, State, and local regulations. Manages HOME and CDBG budgets and coordinates with finance staff for inclusion in the City’s budget. Assists with the design, implementation, and delivery of local housing and community development programs. Prepares and submits housing reports as required by HUD and manages special projects.
  • Provides coordination and communication between the City and HUD. Is the point person for HUD monitoring. Develops, manages, and coordinates the HUD-required five-year Consolidated Plan and corresponding One-Year Action Plans, the annual Consolidated Assessment and Evaluation Report (CAPER), and compliance with environmental, Federal and State labor standards, historic preservation, and equal opportunity mandates.
  • Manages activities for the timely expenditure of funds for housing development, housing rehabilitation and home repair, public services, landbanking, economic development, and service provider facility improvements.

Professional and Legal Framework:

  • Understand City’s role in housing opportunities and services process, financial participation, and public benefits. Negotiate, advocate and articulate complex and political programs and projects. Understand and apply Federal, State, and local laws, ordinances, rules, polices and regulations; work with staff to address changing organization needs while also ensuring compliance with laws, regula­tions, policies and professional practices.
  • Oversees critical financial details and coordinates with the Division’s Financial Compliance Officer on performance measures, the Federal IDIS system, and expenditure of funds.
  • Manages City’s ordinances relating to condominium conversions and the closure of manufactured dwelling parks.
  • Reviews work or activities for adherence to, and compliance with, sound management practice and Federal and State laws and guidelines; recommends changes, additions, or revisions to policies and processes; reviews complaints and performs effective problem solving.
  • Interprets and provides advice regarding City policies and procedures to leadership (Executive Managers, Division Managers, and supervisors); recommends solutions to politically sensitive situations; interprets complex policies and situations; evaluates and grants exceptions to policies and procedures.
  • Staffs several committees/boards: a) the CDBG Advisory Committee, a department advisory committee that advises the Planning & Development Department on the use of CDBG funds, b) Intergovernmental Housing Policy Board and its committees related to affordable housing, and c) presents recommendations to City Council, when and as needed.
  • Oversees work with Lane County Human Services Commission staff on public service funding, contracting, and sub-recipient monitoring. Provides coordination, as needed, for the Human Services Commission. Oversees the intergovernmental agreement for public services and the subrecipient relationship.
  • Oversees and/or performs a variety of highly complex professional technical, analytical and consultative work focusing on financial analysis, program evaluation, project financing, acquisition of real property and relocation activities, and annual request for proposals processes.
  • Prepares and updates Assessment of Impediments to Fair Housing and accompanying fair housing plan every five years; oversees annual contract with the Fair Housing Council of Oregon.

Customer Service and Communications:

  • Communicate and coordinate to ensure effectiveness of Consolidated Plan strategies, Action Plan projects and initiatives; research technical, sensitive and/or controversial inquiries, complaints and concerns using diplomacy, discretion and tact; respond to requests for information from elected and appointed officials, the media, community organizations, and the public.

Qualifications

Knowledge of:

  • Principles of supervision, training, and performance evaluation of professional program/ project leadership.
  • Principles and practices of administering Federal CDBG and HOME programs, public administration, and intergovernmental relations. The U.S. Department of Housing and Urban Development (HUD) rules and regulations as related to this position.
  • Program management skills necessary to manage and identify improvements to overall process, programmatic policies, and to anticipate financial issues.
  • Principles and practices of program and project management; project management skills necessary to facilitate development projects along in a timely way to meet internal and external deadlines.
  • Communicates and manages relationships with Housing Opportunities and Services Team, advisory committee members, non-profit agencies, developers of affordable housing, members of the public, HUD, and other Federal agencies, and staff in other jurisdictions.
  • Legal requirements and impacts related to administration of Federal grants.
  • Federal, State, and Local governmental, non-profit, and City organizational structures and interrelationships.
  • Latest trends and methods related to community and economic development, community participation, public service, neighborhood revitalization, accessibility, and affordable housing.
  • Real estate development practices and issues including site assessment, project financing, property management, City land use and development requirements, nonprofit organizations, housing policy, and affordable housing finance mechanisms.
  • General knowledge of lending, real estate, and construction practices.
  • Principles and practices of budget preparation and administration.
  • Municipal and HUD computer systems and expertise in word processing and spreadsheet programs.

Ability to:

  • Maintain effective working relationships with Housing Opportunities and Services Team, City staff, customers, contracted agencies, supervisors, and the public.
  • Communicate and manage professional relationships effectively, in a variety of settings.
  • Communicate effectively, both orally and in writing.
  • Plan, organize, manage, and supervise activities relating to the Federal CDBG/HOME and local programs.
  • Conduct long-range planning for the program area.
  • Use logical and creative thought processes to independently design and develop specialized programs.
  • Revise programs to meet changes in Federal, State and local regulations.
  • Evaluate impact of program decisions upon the organization.
  • Make decision on matters of policy interpretation and technical and administrative problems.
  • Handle various and conflicting work assignments.
  • Work towards creative problem solving involving sensitive situations and issues.

MINIMUM QUALIFICATIONS
Any equivalent combination of education and experience which provides the applicant with the knowledge, skills and abilities required to perform the job. A typical way to obtain the knowledge and abilities would be:

Experience:
Five years of progressively responsible, related, professional experience, preferably in the public sector, including at least one year of supervisory or program management experience.

  • Two of the five years of professional experience must include Federal Grant experience.
  • Preferred experience with HUD Administration.

Education/Training:
Bachelor’s degree from an accredited college or university with major course work in Community Development, Economic Development, Public Policy, Finance, Affordable Housing, or closely related field(s).

License: 
Valid Oregon driver’s license, or ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

Supplemental Information

Retirement Program
Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees’ Retirement System (PERS). In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%.

Selection Process
Applicants are screened based upon their relevant knowledge, abilities, skills, experience, and training. The selection process varies according to the position and can include such things as screening of supplemental questionnaires, written or skill tests, ability or fitness tests, interviews, and assessment processes. In addition, background investigations and records checks may be required.
