About SEIU 503
SEIU 503 – Oregon’s largest labor union – is looking for a permanent, full time communications professional with 5+ years experience to work with our Public Services Division. This position is located in Portland or Salem however applicants will initially be working remotely due to COVID-19 office closures.
About The Position
The Strategic Research Coordinator oversees a team of researchers that support our campaigns to build power and improve standards for workers. In this position, you will support contract negotiations with costing, bring policy to life through reports and testimony, identify and support opportunities for growth through industry and corporate research, and develop educational, legal, legislative, and regulatory strategies.
As a supervisor, with shared vision and purpose, you will drive organizational change and effectiveness through a focus on staff and team development, accountability, and equity and inclusion.
Responsibilities
Primary Responsibilities:
- Work with leadership to identify where strategic research support is needed.
- Write and execute strategic plans that support current programs, included but not limited to contract negotiations, political campaigns, policy advocacy, and new organizing/growth.
- Write and execute strategic plans to inform SEIU 503’s long-term, strategic planning.
- Serve as a spokesperson in legislative hearings, coalition meetings and internal meetings.
- Develop team members to meet those needs.
Perform research and lead a team of researchers around the following areas:
- Gather information through desk research as well as field research, both qualitative and quantitative – including site visits, interviews, attending public meetings and industry events, and more.
- Analyze local, state and federal policies related to homecare, long term care, public sector and other industries.
- Analysis of budgets and market conditions as needed
- Help develop and implement public, legal, legislative and regulatory strategies.
- Provide background research on ballot measures and legislation.
- Track industry trends including deep dives into corporate background/data.
- Synthesize relevant facts/issues from a large amount of information/data.
- Prepare written summaries of analysis for internal and external audiences.
- Present research findings to internal and external audiences including testifying to the Legislature publicly as experts.
- Review changes and proposed changes in state laws, administrative rules, and procedures, determine the implications of these changes for the union’s program and membership, and help develop an appropriate response.
- Assist and provide training to staff and bargaining teams in financial analysis, bargaining proposal analysis and costing, wage and benefit surveys, and the development of contract campaign strategy.
Additional duties:
- Participate directly in political action, such as door-to-door canvassing, phone banking, and get-out-the-vote drives.
- Other duties as assigned to support the program of our Union.
Job Qualifications & Requirements
- 5 years of experience in quantitative qualitative research, economic analysis, policy analysis or equivalent experience.
- 2 years of experience in a supervisory or lead role preferred.
- Strong commitment to social and economic justice.
- Public speaking, interpersonal, instructional, analytical and strong writing skills.
- Knowledge of research techniques and processes including interest in and experience with data analysis.
- Experience with long term care, healthcare and healthcare policy strongly preferred.
- Attention to detail.
- Skilled in the use of personal computers, including proficiency in Excel, Word, and PowerPoint, database programs, and on-line research services.
- Ability to work with people from diverse backgrounds and cultures.
- Ability to handle multiple projects simultaneously.
- Ability to work effectively in a collaborative team environment.
- Willingness to work long and irregular hours if needed.
- Budget experience and labor experience preferred.
- Bachelor’s Degree in Economics, business or related field preferred.
Pay and Benefits: Management positions provide comprehensive fully paid health, dental and vision benefits for employee and eligible dependents, domestic partner benefits, generous holiday and leave policies, a severance package, a monthly car and cell phone allowance, and a 15% employer-paid defined contribution 401K. Compensation range is based on experience $74,316-$98,988 annually.
