About the Agency:
The New York City Department of Housing Preservation and Development (HPD) is the nation’s largest municipal housing preservation and development agency. Its mission is to promote quality housing and diverse, thriving neighborhoods for New Yorkers through loan and development programs for new affordable housing, preservation of the affordability of the existing housing stock, enforcement of housing quality standards, and educational programs for tenants and building owners. HPD is tasked with fulfilling Mayor de Blasio’s Housing New York Plan which was recently expanded and accelerated through Housing New York 2.0 to complete the initial goal of 200,000 homes two years ahead of schedule by 2022, and achieve an additional 100,000 homes over the following four years, for a total of 300,000 homes by 2026.Your Team: The Executive Deputy Commissioner functions as a Chief Operating Officer for the Department of Housing Preservation and Development and works closely with the Commissioner to achieve the agency’s mission. The Executive Deputy Commissioner directly oversees many of the agency’s operational divisions, including: • Asset & Property Management, which actively monitors the performance and regulatory compliance of City-sponsored projects and directly manages City-owned properties. The Executive Deputy Commissioner also provides operational support to the Offices of Development, Enforcement and Neighborhood Services, and Neighborhood Strategies, and actively collaborates with the Offices of Legal Affairs, Communications, and Policy and Strategy. Your Impact: Your projects might include everything from developing an agency-wide technology strategy to scaling prototype programs for low-income tenants to redesigning human resource processes. Your Role: As Deputy Chief of Staff, you will work extremely closely with both the Executive Deputy Commissioner and the Chief of Staff to achieve the Office’s priorities, but you will also have a large latitude to function independently and create your own work assignments and projects. |

Minimum Qual Requirements

At least 4 years of experience in a fast-paced work environment, preferably in a public sector organization.

• Extremely high EQ and interpersonal skills, including humility and respect, as well as the ability to “lead from behind” with a broad range of diverse staff, from Deputy Commissioners to case managers. • Problem-solving toolkit of skills, with a particular focus on process improvement and organizational design, that includes user research, quantitative analysis, service design, and strategic planning. • Ability to work effectively and independently when given very ambigious direction and guidance. • Exquisite attention to detail, especially in regards to preparing written communications and presentation materials for a range of audiences. • Strong ability to collaborate on a small, tactical team. • Discretion and ability to handle highly confidential matters relating to personnel and agency issues. |

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
