We are seeking to recruit a qualified Project Evaluator to develop, design and implement an external evaluation of the project entitled “Combating Violence Against Women in Waspam, Nicaragua” to demonstrate both the qualitative and quantitative results of the project. We are looking to recruit a Project Evaluator with strong gender rights expertise and experience working with Indigenous Women. The project evaluator is expected to work closely with the project manager, other national and international partners, and local community members. The Project Evaluator reports to the Director of Grantmaking and Partnerships.

 

Background and Context of the Project:

This project, entitled “Combating Violence Against Women in Waspam, Nicaragua”, is a 3-year project implemented by MADRE and Wangki Tangni and funded by the United Nations Trust Fund to End Violence Against Women. The project has been running from January 25th, 2016 to January 24th, 2019 and is currently on its last year of implementation. The project aims to address violence against women and girls by specifically focusing on violence in the family, violence in the community, and sexual harassment and violence in public spaces/ institutions.

 

The main objective of the project is for women and girls within 63 communities in the 7 territories of the Waspam municipality of Nicaragua to experience lower levels of violence, live with greater human security and have greater access to a more effective justice system. The project aims to reach about 195 female political activists/human rights defenders, 1,260 Indigenous women/girls from ethnic groups, 630 women/girls who are survivors of violence, as well as indirectly reach about 112 community-based groups, about 6,040 people in the general public/community at large, about 126 legal officers (i.e. lawyers, prosecutors, judges), and 1890 men and/or boys living in 63 participating communities in Waspam municipality in the North Caribbean Coast Autonomous Region of Nicaragua.

 

Scope of the Work:

The evaluation will cover the entire project duration from January 25th, 2016 to January 24th, 2019. The evaluation will cover the geographical area of Waspam and the 63 participating communities. The evaluation will assess the impact of the project on primary beneficiaries (female political activist/human rights defenders, Indigenous women/from ethnic groups, women/girls survivors of violence, and Wihtas) as well as secondary beneficiaries (community-based groups, general public/community at large, legal officers (i.e. lawyers, prosecutors, judges), and men and/or boys) and evaluate the entire project in terms of effectiveness, relevance, efficiency, sustainability and impact criteria, as well as the cross-cutting gender equality and human rights criteria.

 

Degree of Expertise and Qualifications:

• Evaluation experience: at least 5 years in conducting external evaluations, with mixed-methods evaluation skills and having flexibility in using non-traditional and innovative evaluation methods;

• Understanding of ethical issues and approaches to informed consent with regards to collecting information from children;

• In-depth knowledge of gender dynamics and issues affecting Indigenous women and communities;

• Expertise in gender and human-rights based approaches to evaluation and issues of violence against women and girls;

• Specific evaluation experiences in the areas of ending violence against women and girls; experience working with Indigenous communities a plus;

• Experience in program design and theory of change, gender-responsive evaluation, participatory approaches and stakeholder engagement;

• Experience in collecting and analyzing quantitative and qualitative data as well as data visualization;

• A strong commitment to delivering timely and high-quality results, i.e. credible evaluation and report that can be used;

• Strong interpersonal and communication skills to help ensure that the evaluation is understood and used;

• Willingness and ability to travel throughout Waspam, Nicaragua;

• Regional/country experience and knowledge: In-depth knowledge of Nicaragua is required;

• Fluency in English and Spanish is mandatory.

 

Compensation:

Consultancy rate commensurate with experience.
