The Osborne Association Seeks Director of Workforce Development (Bronx, NY)

The Osborne Association is seeking a dynamic, innovative leader with an entrepreneurial spirit to align and lead our family-focused workforce development services. This position offers a
unique opportunity for the right candidate to shape the way Osborne approaches career development for people who are formerly incarcerated and their families. The ideal candidate will have several years’ experience in the non-profit workforce development field, established relationships with employers and industry leaders and a keen understanding of the needs of our participants as well as the needs of employers. This is a senior-level position reporting to an Executive Vice President.

Primary Responsibilities:

  • Develop and execute a vision and strategy for continued success and growth of Osborne’s workforce development services. Evaluate the effectiveness of the strategy regularly to ensure outcomes are achieved and make adjustments where necessary to ensure continued effectiveness.
  • Build and maintain productive relationships with private-sector, public-sector and non-profit employers to create career pathways for program participants.
  • Build and maintain strong partnerships with agencies that provide referrals to our services or supportive services to our participants.
  • Lead and direct all program, financial and operational elements of the Workforce Development Department.
  • Set standards and monitor quality to ensure that all of Osborne’s workforce development activities, including those that are incorporated into other programs, are delivered consistently, with competence, across the agency.
  • Participate in the evaluation of program services process and outcomes.
  • Lead Osborne’s presence in the workforce development community. Represent Osborne in workforce policy development at the local and state level.
  • Develop and manage the budget for the Workforce Development Department. Maintain productive relationships with local, state and federal government funders and private partners.
  • Partner with Osborne’s Development Department to secure new sources of revenue.

Education Requirements:

Bachelor’s degree in Public Administration, Criminal Justice,
Human Services or related field is required. Master’s degree a plus.

Experience:

Minimum of 5 years progressively responsible leadership at an organization providing workforce development services to disadvantaged persons. Experience managing to performance based goals in a non-profit environment is strongly preferred as is experience working with people involved in the criminal justice system and their families.

Related Skills & Knowledge:

Excellent performance management and problem solving skills
required. Demonstrated success in planning and implementing program activities within budgetary and time constraints. Requires excellent oral and written communication skills with the ability to present data and information to a wide variety of audiences. Must be familiar with the criminal justice system. Computer skills are necessary, including proficiency in MS Office suite and experience using a CRM, such as Salesforce.
