Citizens Union Seeks Policy and Program Manager (NYC)

Responsibilities:The Policy and Program Manager assists in the development and coordination of policy research and analysis, issue advocacy, public education, civic education, and community outreach programs of Citizens Union and Citizens Union Foundation.Working with the Director of Public Policy and Program, Development Director, committee members, interns, and the Executive Director, the successful candidate will help in the organizations’ overall issue advocacy efforts by conducting relevant public policy and related research, managing our public engagement activities, monitoring state and local government activities, writing briefing papers, position statements, organizing our policy-related public events, and assisting with social media. The Policy and Program Manager will report directly to the Director of Public Policy and Program, and is in charge of supervising interns and developing their own work plans.

Some of the program activities for 2016-2017 will include:

  • Leading research projects related to voter turnout and participation, noncitizen legal resident voting, evaluating the functioning of city governance along good government principles, campaign finance, ethics, and the budget process in New York City and Albany.
  • Participating in organizing CU’s campaign to win voter approval in 2017 in calling to hold a state constitutional convention.
  • Managing Citizens Union’s new public engagement programs such as CU Ambassador and CU Watchdog as well our public forums known as Civic Conversations,
  • Tracking and reporting on legislative developments in the state legislature, with specific attention paid to good-government reform initiatives and legislation.
  • Developing research projects and proposals to further the goals of government reform.

The Organization: Citizens Union (CU), a non partisan civic organization for good government for over nearly 120 years, works to inform and engage the citizens of New York to ensure local and state government values its citizens, addresses critical issues, and operates in a fair, open, and fiscally sound manner. CU serves as a watchdog for the public interest and an advocate for good government at City Hall and the State Capitol. Working to ensure fair elections, clean campaigns, transparent governing and responsible governance, CU not only seeks to inform the debate on public policy issues, but influence the formulation of public policy that affects the lives of all New Yorkers. Citizens Union Foundation (CUF) is the non profit research, education and advocacy organization affiliated with Citizens Union. CUF conducts research and analyzes the impact of proposed public policy and legislation at the city and state level. One of its projects is publishing the weekday online website, www.gothamgazette.com.

Compensation: Low 40s to Mid 40s, though salary is commensurate with experience.Benefits include fully paid health insurance, ten days paid vacation to start and retirement savings program.

Qualifications: Candidates should possess the following qualifications and skills:

  • Bachelor degree with interest in the public policy, advocacy and the civic life of New York, Masters degree desired;
  • Demonstrated experience in policy research and writing;
  • Strong interpersonal and communication skills, innovative thinker, diligent, detail-oriented, and exceptional ability to work with others;
  • Prior community outreach and organizing experience preferred (experience with social media);
  • Strong project management Skills
  • Proficiency with Microsoft office and internet research;
  • Ability to handle multiple tasks at once.
