The Director of Public Policy leads the organization’s overall development and advancement of its policy research and analysis, issue advocacy, campaigns and lobbying efforts, citizen engagement, and candidate evaluation.Working with fellow staff, board and committee members, interns and the Executive Director, the Director manages and organizes its efforts to promote political reform and good government by representing the organization before city and state government, conducting relevant public policy and related research, monitoring state and local government, writing briefing papers, position statements, leading the organization’s candidate evaluation process, and assisting in media communications and internet organizing. The Director reports to the Executive Director and supervises one Policy and Research Manager and works collaboratively with the Public Affairs and Communications Manager.
The core responsibilities and program activities include:
- Lead the advancement and enactment of Citizens Union’s public policy interests by managing campaigns aimed to build public support for the organization’s issues and positions on policy issues.
- Lead the organization’s research projects, and write policy analysis related to the functioning of city and state government and operations, election administration, voting, campaign finance reform, the election process, the holding of the state constitutional convention, and the budget process in New York City and the State Capital, among other reform-related issues.
- Lobby city and state officials to support the organization’s policy agendas, such as testifying at public hearings.
- Supervise and manage the organization’s evaluation of state and local candidates for elected office, and the publication of CU’s Voters Directory.
- Recruit and manage interns, fellows, and graduate student capstone teams.
- Manage members’ engagement and participation in two policy committees.
- Engage CU’s and CUF’s board members as well as experts, community and civic leaders, and elected officials in good government policy discussion and programs.
- Write content for Citizens Union’s bimonthly newsletter, the Reformer, and other member communications as needed.
- Develop research projects and proposals to further the goals of government reformAssist with government compliance reporting such as lobbying and campaign finance filings.
- Assist in providing content for Citizens Union’s website.
Qualifications: Candidates should possess the following qualifications and skills:
·Bachelor degree with interest in public policy, advocacy and the civic life of New York; Masters or Law degree desired.
· Knowledge of and relationships within either local or state government.
· Prior nonprofit experience preferred.
· Demonstrated experience in policy research and data and budgetary analysis.
· Creatively adept at oral and written communication.
· Strong interpersonal, innovative and critical thinking skills; diligent, detail-oriented, and exceptional ability to work with others.
· Prior lobbying, community organizing and civic engagement experience preferred (experience with internet organizing a plus).
· Proven supervisory and project management experience.
· Proficiency with Microsoft office and internet research.
· Ability to handle multiple tasks at once.
