Program Coordinator for Healthcare Workforce Development (specialization in Research and Policy)

The Healthcare Career Advancement Program (H-CAP) is a national Labor/Management organization that supports and promotes career ladder education and workforce development for the healthcare workforce. H- CAP also staffs an affiliated 501 C 3 organization, the H-CAP Education Association (EA), focused on program and staff development of labor/management and union-based training partnerships in healthcare. H- CAP values the career aspirations of the incumbent workforce as well as the need for a qualified and engaged workforce in the industry. Particularly in this time of rapid change in the industry, research on successful workforce models, the contribution that a well trained workforce makes to the health of the community, and using that research to influence policy and communicate appropriate narratives is an important contribution to the success of new models of care and care delivery.

H-CAP is seeking a full time Program Coordinator for Research and Policy to work on healthcare training and education research and the development of a national policy agenda to support the work of joint labor/management training funds in healthcare. The position will also support communication and publication activities.

Reports to Assistant Director for Research and Policy

Location:

New York metropolitan region or the Washington/Baltimore region. Travel is required. Work may be located in a local office or through telecommunication depending on the location of the position. Laptop and mobile phone are provided.

Essential Functions:

This position is responsible for supporting research projects, applying research to policy particularly in the area of workforce and education as they apply to the healthcare field, attending meetings on research and policy, and providing research and policy support to H-CAP stakeholders as assigned. The position will also support grants administration and communication. Following are some examples of work that may be required.

  • Compiles and analyzes quantitative and qualitative information on educational and workforce issues
  • Documents the work of labor/management training partnerships
  • Collects metrics on outcomes and outputs of training and education
  • Supports the convening of policy analysts and researchers to develop policy and research agendas that benefit workers, unions, and unionized employers
  • Prepares reports, memos, and articles as needed for grant reporting, publication, speeches, presentations, surveys, research methodologies, correspondence and other materials for use of H-CAP and its stakeholders
  • Works with national and local partnering organizations to assist their research and policy work
  • Monitors federal, state, and local industry, regulatory and legislative developments; keeps up with journals and other publications relevant to H-CAP’s mission; maintains electronic and physical files
  • Attends professional/industry conferences and meetings; liaisons with associations, unions, policy and employer organizations while representing H-CAP and its partnering organizations
  • Works with partners on a communication strategies for labor/management workforce programs and H- CAP
  • Uses a wide variety of research methods and information sources including on-line databases, print information, interviews and original records
  • Works with not for profit and governmental organizations to support H-CAP’s mission
  • Performs other duties as required to support H-CAP and its mission

    Education and Experience:

  • Ph.D with a minimum of 2 years experience with research and policy in social, healthcare, labor, and/or workforce fields. Master’s degree with a minimum of 3 years experience. Bachelor’s degree with a minimum of 5 years experience.
  • Knowledge of unions and labor/management training partnerships and their positions on worker and workforce issues
  • Knowledge of contemporary healthcare industry and familiarity with some of the recent trends in healthcare delivery
  • Experience working with unions or other social justice organizations
  • Ability to perform quantitative and qualitative analysis
  • Ability to use spreadsheets, databases and on-line research services
  • Ability to work with people from diverse backgrounds and cultures
  • Excellent writing and communication skills
  • Experience with communication systems such as social media, websites, newsletters, and other
  • Ability to make formal presentations, write research reports, data analysis, policy briefs, and advocacy papers
  • Ability to conduct formal research, analyze data and make sound, logical conclusions.
  • Ability to handle multiple projects and meet established timelines
  • Skill in the use of personal computers for purposes of data analysis
  • Ability to develop goals and plan work independently

Scope and Nature of Supervision:

Position will report to H-CAP Assistant Director for Research and Policy. Position is expected to develop work plans and goals, to participate in a collaborative organizational environment, and to act with a great degree of discretion and independent judgment. Accordingly, the applicant must be a strong self-starter and have a commitment to fulfill the objectives and mission of the organization.
